The Twentieth Amendment to the US Constitution was ratified in 1933 and changed the start dates for presidential and congressional terms. It moved the presidential inauguration to January 20th and the start of congressional sessions to January 3rd.
This shortened the "lame duck" period between elections and new terms. It also established procedures for presidential succession if the President-elect or Vice President-elect dies or fails to qualify, outlining that the Vice President-elect serves until a President qualifies, and Congress can provide for other acting presidents.
This was in the name of modernization of the timeline and provisioning faster accounting for improved transportation and communication.
