Leaders of the Khmer Rouge, the group that ruled Cambodia from 1975 to 1979, publicly apologized for the millions of people their government was responsible for killing during the Cambodian genocide.
This perfunctory political insincere apology was not well received by those seeking justice for the Killing Fields and other regime atrocities and nothing ended with it.
It would seem that torture and murder require something quite a bit more substantial ... or at least sincere.
