We don't really know the who or the wherefore or the why — only that it may be a reference to congested traffic or the shift of retailer accounting from the red to the black.
Regardless, I think the idea is you're supposed to go out and shop with wild abandon in an effort to make the year successful for local business.
The draw is said to be "deals". Lots of savings to be had; you know — the usual retail attempts at attraction. Can it be that we're all that gullible in the end?

However, if you have an item in mind, as I did a few years back by all means go for it ! My item is sitting around unused presently and perhaps yours will fare better.
